The first question of fatwa number ( 18422 )
Q 1: Is it permissible for a Muslim to supplicate for the destruction of one who wronged him , and is it permissible for a Muslim to retaliate in kind against one who wronged him ?
A 1: One who has been wronged should remind the one who wronged him of Allah the Exalted and warn him of His punishment, so that he may reform and cease his oppression. If he does not, he should report his grievance to the competent authorities to have the oppression lifted from him. Throughout all of this, he asks Allah the Exalted to avert the oppression from him and to grant him victory over the one who wronged him. If he supplicates against the one who wronged him that Allah deal with him as he deserves, protect him from his evil, and turn his own scheme against him, there is no blame on him; for Allah (Exalted and Majestic is He) said:
And the retribution for an evil act is an evil one like it, but whoever pardons and makes reconciliation - his reward is [due] from Allahوَجَزَاءُ سَيِّئَةٍ سَيِّئَةٌ مِثْلُهَا فَمَنْ عَفَا وَأَصْلَحَ فَأَجْرُهُ عَلَى اللَّهِ
[Ash-Shuraa 42:40]
and His saying
(Glorified and Exalted is He):
And if you punish [an enemy, O believers], punish with an equivalent of that with which you were harmedوَإِنْ عَاقَبْتُمْ فَعَاقِبُوا بِمِثْلِ مَا عُوقِبْتُمْ بِهِ
[An-Nahl 16:126]
, and His saying (Mighty and Majestic):
Allah does not like the public mention of evil except by one who has been wrongedلاَ يُحِبُّ اللَّهُ الْجَهْرَ بِالسُّوءِ مِنَ الْقَوْلِ إِلا مَنْ ظُلِمَ
[An-Nisa 4:148]
the verse. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
