Question:
When does one say: "O Allah, I have wronged myself greatly..."?

Answer:
This is said at the end of the prayer, before the taslim. If one says it after the salam—after the dhikr—there is nothing wrong with it, but the supplication before the salam is better and more excellent; because it is the place of supplication. So one supplicates with it at all times; because it came in the hadith of al-Siddiq: "I supplicate with it in my prayer," he said: "and in my house," as Muslim also narrated. So one supplicates with it in his prayer, in his house, on the road, and in any place. It is a great supplication:
Allahumma inni zalamtu nafsi zulman kathiran wala yaghfirudhdhunuba illa anta, Faghfirli maghfiratan min indika war-hamni, innaka antalGhafur-Rahim.اللهم إني ظلمتُ نفسي ظلمًا كثيرًا، وإنه لا يغفر الذنوب إلا أنت، فاغفر لي مغفرةً من عندك، وارحمني إنَّك أنت الغفور الرحيم
Sahih al-Bukhari 6326
, so it is a great supplication with which one supplicates in his prayer: in the sujud, at the end of the tashahhud, and then in the supplication, and at any time.
