The second question of Fatwa No. ( 8149 )
Q2: If one sees a Muslim wearing a short garment and trousers, and putting a chain around his neck, do we pray behind him or not?
Q2: Wearing a short garment is forbidden if it exposes the awrah (part of the body that must be covered); otherwise, it is permissible. As for a man wearing a chain, it is forbidden because it involves imitating women. If it is made of gold or silver, it is even more strictly forbidden, due to the hadith of Abu Musa that the Prophet (peace and blessings be upon him) said:Mishkat al-Masabih 4341 It was narrated by Ahmad , al-Nasa'i , and al-Tirmidhi , and he graded it as authentic. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
