Denying what you know to be a bribe
Machine translationRead the Arabic original
The third question of Fatwa No. ( 3679 )
Q 3: I work as an accountant for some national institutions, and I review the accounts of these institutions. Some documents may pass through my hands for review that contain amounts paid as bribes to certain individuals. Is my silence on this considered participation in the sin and approval of it, especially since if I speak about it, my position would be one of disapproval and mockery with the others? We ask your Eminence to clarify our position regarding this from the perspective of the ruling of the Shari'ah.
A 3: It is established from the Messenger of Allah (peace and blessings be upon him) that he said:Sahih Muslim 49a , so look at your situation and apply it to the corresponding level among these degrees, while being mindful of the benefits and harms that result from the action or its absence. The summary is that it is obligatory for you to deny what you know to be a bribe, unless the harms resulting from your denial are greater than or equal to that.
And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.

He who amongst you sees something abominable should modify it with the help of his hand; and if he has not strength enough to do it, then he should do it with his tongue, and if he has not strength enough to do it, (even) then he should (abhor it) from his heart, and that is the least of faith.
من رأى منكم منكرًا فليغيره بيده، فإن لم يستطع فبلسانه فإن لم يستطع فبقلبه وذلك أضعف الإيمانAnd success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
