Q: In the past, many government employees used to demand payment for the relocation of their families based on false receipts. When one of them is questioned, he says: This is my right, and since everyone benefits from the public treasury in various ways, and he is one of them, is this permissible or is it forbidden and considered fraud against the public treasury of the Muslims?
A: If the matter is as you described, where a person submits receipts for an amount that does not match reality, claiming he spent it on moving his family or furniture, and requests that it be paid to him from the public treasury, then this action is forbidden; because of the fraud and forgery involved. What he took as relocation expenses, which he did not actually spend, is forbidden and illicit; it is not lawful for him. Such a person should be subjected to discretionary punishment, and the money he took from the public treasury without a permissible basis should be recovered. The fact that others commit such a crime does not make it permissible for him to do so. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
