Q: In these days, there is a crisis in the sale of barley designated as livestock feed, so this feed is distributed to livestock owners through a contractor responsible for each area. They are forced to stand in long lines that last a day, two days, or more, because they are truly in dire need
to take what is sufficient for their livestock, whether camels or sheep. People who have no livestock come and stand in the lines and take a share of the distribution at the set price, and then sell it to the needy livestock owners at high prices. The question is: Is it permissible for a person who has no livestock and is not in need, except out of greed for profit, to crowd out the truly needy livestock owners, especially during crises, and take from this feed and then profit from it?
A: If the aforementioned feed is designated for livestock owners as assistance from the government for them, it is not permissible for others to take it, even by purchase; because, as is known, the price was set considering the need and financial constraints of the livestock owners. What is taken from it without right must be returned. However, if that feed is sold in the market at its normal price, as goods are sold, there is no harm in buying and selling it; because this is lawful trade. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
