Praise be to Allah alone, and peace and blessings be upon the one after whom there is no prophet. After that: The Permanent Committee for Scholarly Research and Ifta has reviewed what was sent to His Eminence the Grand Mufti from the Da'wah and Guidance representative in Dabaa , No. (135/A) and dated 7/6/1417 AH, and referred to the Committee by the General Secretariat of the Council of Senior Scholars, No. (3251) and dated 17/6/1417 AH. The questioner asked a question, the text of which is as follows: You previously issued a fatwa, No. (18787) on 3/5/1417 AH, stating that the fortune-teller is forbidden, but some people, especially the fortune-teller, were not convinced. Is his sin greater? Please clarify the evidence. Note that he is not a student of knowledge to issue fatwas.
After the Committee studied the inquiry, it answered as follows: One who is shown the Islamic ruling based on evidence from the Book and the Sunnah, but is not convinced of it due to a desire in his heart, is sinful, and he must hasten to sincere repentance. As for one who finds something difficult or does not understand the evidence, there is no blame on him for repeating the question to the scholars of knowledge so that they clarify for him what was difficult for him. If the truth becomes clear to him, it is obligatory for him to submit to the Islamic ruling, even if it contradicts the desires of the soul. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
