Q 1, 2: A man stole the money of another man, and after a period of time had passed, the thief repented and wanted to settle what was in his debt and pay what he owed in usurpation , but he did not know the location of the victim, nor whether he was alive or dead, and he did not know him at all. What is Allah’s ruling in this matter? And what should he do to escape the punishment of Allah? The same issue applies if the thief knows the victim, but the victim died and left behind scattered heirs, whose place of residence he does not know, though he knows some of them.

A 1, 2:
[As for] the thief, the male and the female, amputate their hands in recompense for what they committed as a deterrent [punishment] from Allah. And Allah is Exalted in Might and Wise.
وَالسَّارِقُ وَالسَّارِقَةُ فَاقْطَعُوا أَيْدِيَهُمَا جَزَاءً بِمَا كَسَبَا نَكَالا مِنَ اللَّهِ وَاللَّهُ عَزِيزٌ حَكِيمٌBut whoever repents after his wrongdoing and reforms, indeed, Allah will turn to him in forgiveness. Indeed, Allah is Forgiving and Merciful.
فَمَنْ تَابَ مِنْ بَعْدِ ظُلْمِهِ وَأَصْلَحَ فَإِنَّ اللَّهَ يَتُوبُ عَلَيْهِ إِنَّ اللَّهَ غَفُورٌ رَحِيمٌ
