The fourth question of Fatwa number ( 2235 )
Q 4: The Messenger of Allah (peace and blessings be upon him) said: ... etc., so what is the ruling of Allah regarding one who repents but is unable to return the injustices to their owners due to his poverty ?
A 4: The principle regarding the rights of servants among themselves is that they are based on litigation, so they are not dropped by mere repentance from them alone, but rather by returning them to their owners or by their owners forgiving them. If a servant repents to Allah (Glorified and Exalted is He) with sincere repentance from the rights of the created beings and is unable to deliver them to them due to his poverty or his ignorance of them, then Allah (Glorified and Exalted is He) will accept his repentance and make them pleased with him on the Day of Resurrection with whatever He wills (Glorified and Exalted is He). And whenever he is able in this world to deliver them to them or to have them forgive him
of them, it is obligatory for him to do so, and his repentance is not complete except with what has been mentioned; because of the saying of Allah (Mighty and Majestic):[An-Nur 24:31] and His saying (Mighty and Majestic): [At-Taghabun 64:16] And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad and his family and his Companions.
Q 4: The Messenger of Allah (peace and blessings be upon him) said:
The bankrupt is the one who comes on the Day of Resurrection having wronged this one and insulted that one

And turn to Allah in repentance, all of you, O believers, that you might succeed.
وَتُوبُوا إِلَى اللَّهِ جَمِيعًا أَيُّهَا الْمُؤْمِنُونَ لَعَلَّكُمْ تُفْلِحُونَSo fear Allah as much as you are able
فَاتَّقُوا اللَّهَ مَا اسْتَطَعْتُمْ
