He has a number of expiations that he is unable to perform; is it permissible for others to fast on his behalf?

Machine translationRead the Arabic original
Fatwa No. ( 12188 )
Q: Previously, a traffic accident happened to him about fourteen years ago, and nine people died as a result of it , as he was driving his taxi between Dammam and Riyadh. While driving, his car hit a large vehicle that was stopped on the main road, out of service. At that time, another car came and hit his car from behind, and a third
car hit his car from the other side, which saved him from being crushed under that stopped vehicle. The aforementioned person was rendered unconscious for four months during the accident, and he also suffered from several fractures, including his right leg, from which he still limps to this day, despite attempts at treatment both inside and outside the country. He now wishes to know the expiation that is obligatory upon him, whether by fasting or otherwise. He mentioned that he began fasting from the first day of Safar this year as a precaution. He would like to be informed whether it is possible for members of his family who are able to do so to assist him, if the expiation is by fasting, or for people other than his family as well. He requests a prompt answer. He also mentioned that the traffic authorities had ruled at the time that he was 50% at fault, so that you may decide what you see fit in your fatwa. We ask Allah to preserve you and assist you, and to make all our work sincere for the face of Allah the Exalted, and may Allah preserve you.

A: If the matter is as described, then it is obligatory upon you to perform nine expiations, which are nine free Muslim slaves. If you are unable to do so, then you must fast two consecutive months for each soul. It is not permissible for anyone to fast on your behalf as long as you are alive. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
