Q: We submitted a request to the Ministry of Industry and Electricity to establish a bottling plant for barley beverage in our Pepsi-Cola factories located in Khobar , as we have observed that the Kingdom's imports of this beverage from Europe and America reached a value of approximately 150 million riyals in the year 1405 AH, which is a significant burden on the national economy. Therefore, we believe that establishing such a project within the Kingdom would save substantial amounts that are currently paid annually to purchase this beverage from Europe and America . In addition, establishing this project in the Kingdom provides
employment for a number of citizens who will work in these industries, as well as utilizing raw materials manufactured in the Kingdom that are used in this industry. The Ministry of Industry and Electricity has forwarded our aforementioned request to the Saudi Organization for Standardization and Metrology to verify that this industry complies with Saudi standards and that this beverage does not contain any alcohol or fermentation. Subsequently, we discussed the manufacturing method with the Organization and explained to them how this beverage is manufactured without fermentation, and consequently, how the locally produced beverage is free from any alcohol. Attached are the letters from the Ministry of Industry and the Saudi Organization for Standardization and Metrology. It is worth noting that the method of manufacturing this beverage in our factories differs from the method used in most factories abroad, as abroad the beverage is manufactured through fermentation and then the alcohol is removed, whereas our method involves fermenting and bottling this beverage without fermentation or alcohol from the beginning of production to the end. This is done by mixing barley powder, which is inherently free of any alcohol, with fresh water and carbon dioxide gas, similar to the mixing of powders and liquids in carbonated drinks and other juices. It is understood that the aforementioned bottling process is subject to continuous direct supervision by the Ministries of
Health and Commerce. Based on the suggestion of the Saudi Organization for Standardization and Metrology that we obtain the approval of your esteemed Committee, in accordance with their letter No. (1983) dated 18/4/1408 AH, a copy of which is attached, we submit this request to you, hoping for your approval to establish this project due to its economic benefits in saving substantial amounts for the nation and its health benefits in ensuring the safety of this beverage from alcohol. We are fully prepared to answer any inquiries and to meet with you to discuss this project if you wish. And may peace and Allah's mercy and blessings be upon you. And success is from Allah.

A: If the aforementioned beverage is free from alcohol during its manufacturing, export, and sale, then there is no harm in that, provided that this is under the supervision of the Ministry of Commerce and the Saudi Organization for Standardization and Metrology.
