Q: My brother, who was young and had not yet passed the age of seven, was playing with a large group of children, and my brother was up in a tree. He took a small stone and threw it at one of the children, hitting him in the eye and causing him a permanent disability. My brother did not identify himself, meaning: he has not said up to now, “I am the one who did this.” That child has now become a man and does not know who threw the stone at him. Does this action have a legal ruling? And what can be done?
A: Your brother must seek forgiveness from the victim or reach a settlement with him regarding the amount of money they deem appropriate.
