Question:
In the Hajj of the year 1408, when I went to throw the pebbles, I threw six and one fell from my hand, and I was unable to retrieve it due to the heavy crowd. Do we have to offer a sacrificial animal? And should it be in Makkah or in the place where I am staying?

Answer:
It is excused for you, if Allah wills, as long as it is just one; it is excused, if Allah wills, and nothing is required of you. It has been reported from some of the Companions that indicates this, namely that they might doubt whether one or two pebbles fell, and they did not offer a sacrifice for that. The point is that this does not harm you, if Allah wills. If it had been possible for you to pick up a pebble from under you and throw it, that would have been better and more cautious. But since the matter is as you described, nothing is required of you, and praise be to Allah. Yes.
