Q 15: Why is the wealthy wife not obligated to provide maintenance for her husband if he is poor, and likewise the sister for her brother?
A 15: Allah has made maintenance obligatory for men to provide for their wives and their close relatives. Allah the Exalted said:[An-Nisa 4:34] , so He established
the guardianship of men over women due to the superiority of their intellect, which is generally the case, and due to what they spend of their wealth as mahr (bridal gift) for the wife and maintenance for her. He also established for her the rights of the man, obligating her to perform what is appropriate for her regarding household affairs, raising the children, and caring for them during their childhood and what is analogous to that. Thus, He, Glorified and Exalted is He, has prescribed for each of them what corresponds to their capacity in terms of rights, as He, the Exalted, said:[Al-Baqarah 2:228] . And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.

Men are in charge of women by [right of] what Allah has given one over the other and what they spend [for maintenance] from their wealth.
الرِّجَالُ قَوَّامُونَ عَلَى النِّسَاءِ بِمَا فَضَّلَ اللَّهُ بَعْضَهُمْ عَلَى بَعْضٍ وَبِمَا أَنْفَقُوا مِنْ أَمْوَالِهِمْthe guardianship of men over women due to the superiority of their intellect, which is generally the case, and due to what they spend of their wealth as mahr (bridal gift) for the wife and maintenance for her. He also established for her the rights of the man, obligating her to perform what is appropriate for her regarding household affairs, raising the children, and caring for them during their childhood and what is analogous to that. Thus, He, Glorified and Exalted is He, has prescribed for each of them what corresponds to their capacity in terms of rights, as He, the Exalted, said:
And due to the wives is similar to what is expected of them, according to what is reasonable. But the men have a degree over them [in responsibility and authority]. And Allah is Exalted in Might and Wise.
وَلَهُنَّ مِثْلُ الَّذِي عَلَيْهِنَّ بِالْمَعْرُوفِ وَلِلرِّجَالِ عَلَيْهِنَّ دَرَجَةٌ وَاللَّهُ عَزِيزٌ حَكِيمٌ
