The second question of Fatwa No. ( 6948 )
Q2: A man who is married traveled from his country to another country, then married
in the country he arrived in without the knowledge of his previous wife, is this permissible in Islamic law with evidence?
A2: It is permissible for him to marry a second wife without the permission of the first, indeed without her knowledge, as long as he sees it in the interest and is able to bear the expenses of marriage and to be just between the two wives or the wives with what he possesses; due to the saying of Allah the Exalted:[An-Nisa 4:3] And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.

A2: It is permissible for him to marry a second wife without the permission of the first, indeed without her knowledge, as long as he sees it in the interest and is able to bear the expenses of marriage and to be just between the two wives or the wives with what he possesses; due to the saying of Allah the Exalted:
And if you fear that you will not deal justly with the orphan girls, then marry those that please you of [other] women, two or three or four. But if you fear that you will not be just, then [marry only] one or those your right hand possesses. That is more suitable that you may not incline [to injustice].
