The first question of Fatwa number ( 2513 )
Q1: I have a neighbor in the residence, and he is from Quraysh from the noble ones, so I asked him to marry me to his daughter, but he refused to give me his daughter in marriage, saying: It is not permissible to marry the noble ones except among themselves.

A1: The correct view is that what is considered in marriage is competence in religion, not in lineage; due to the generality of the saying of Allah the Exalted:
Indeed, the most noble of you in the sight of Allah is the most righteous of youإِنَّ أَكْرَمَكُمْ عِنْدَ اللَّهِ أَتْقَاكُمْ
[Al-Hujurat 49:13]
and because it is established that the Prophet (peace and blessings be upon him) married Fatimah bint Qays - who was a Qurayshi - to Usamah ibn Zayd , his freed slave, may Allah be pleased with them, and because it is established that Zayd ibn Harithah , the freed slave of the Prophet (peace and blessings be upon him), married Zaynab bint Jahsh, who was an Asadi, and because al-Bukhari , al-Nasa'i , and Abu Dawud narrated from Aishah, that Abu Hudhayfah ibn 'Utbah ibn Rabi'ah ibn 'Abd Shams al-Qurashi - who was among those who witnessed Badr with the Prophet (peace and blessings be upon him) - adopted Salim, and married him to his sister's daughter, Hind bint al-Walid ibn 'Utbah ibn Rabi'ah,
He was the client of a woman from the Ansar, and as for what al-Tirmidhi narrated from Abu Hatim al-Muzani , he said: The Prophet (peace and blessings be upon him) said:
When someone whose religion and character you are pleased with comes to you then marry (her to) him. If you do not do so, then there will be turmoil (Fitnah) in the land and discord (Fasad). If you do not do so, then there will be turmoil (Fitnah) in the land and discord (Fasad)." They said: "O Messenger of Allah! What if there was something about him?" He said: "When someone whose religion and character you are pleased with comes to you then marry him."إذا أتاكم من ترضون دينه وخلقه فأنكحوه، إلا تفعلوه تكن فتنة في الأرض وفساد كبير، قالوا: يا رسول الله، وإن كان فيه؟ قال: إذا جاءكم من ترضون دينه وخلقه فأنكحوه
Jami` at-Tirmidhi 1085Da'if (Darussalam)
... three times, and al-Tirmidhi said: It is a good, strange hadith. And as for what Abu Dawud narrated from Abu Hurayrah, that Abu Hind (may Allah be pleased with them both) cupped the Prophet (peace and blessings be upon him) on the top of his head, and he said (peace and blessings be upon him):
O Sons of Bayada', marry to Abu Hind (someone of your women) and marry from his womenيا بني بياضة: أنكحوا أبا هند وأنكحوا إليه
Bulugh al-Maram 8:42
, and it was reported by al-Hakim and he graded it as good, but it is necessary to seek the permission of the virgin and the consultation of the previously married woman, and for consent to be obtained, even if the woman to be proposed to is a non-Arab and the one proposing is a Qurashi; due to the hadiths that have come regarding the consideration of that.
And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad and his family and his Companions.
