In view of the fact that the Islamic Shari'ah encourages the propagation and increase of offspring, and considers offspring a great blessing and a tremendous favor that Allah has bestowed upon His servants, the texts of the Book of Allah and the Sunnah of His Messenger have converged on this point, as cited by the Permanent Committee for Scholarly Research and Ifta in its study prepared for the Council and submitted to it.
In view of the fact that the claim of family planning or preventing pregnancy contradicts the human fitrah (the innate natural disposition) upon which Allah created His creation, and the Islamic Shari'ah that the Lord (Glorified and Exalted is He) has chosen for His servants, and in view of the fact that those who advocate family planning or preventing pregnancy are a group whose aim is to plot against Muslims in general, and the Arab Muslim ummah (the Muslim community) in particular, so that they may have the power to colonize the lands and their people, and since adopting such a view is a form of the practices of the jahiliyyah (the pre-Islamic age of ignorance), a bad opinion of Allah the Exalted, and a weakening of the Islamic entity composed of the multitude of human bricks and their cohesion; therefore, the Council decides that it is not permissible to practice family planning under any circumstances, and it is not permissible to prevent pregnancy if the intention is fear of poverty; for Allah the Exalted is the Provider, the Owner of enduring strength, and there is no creature on earth but that its provision is upon Allah. However, if preventing pregnancy is due to a confirmed dire necessity, such as a woman who does not give birth through normal delivery and is compelled to undergo a surgical operation to deliver the child, or if it is delayed for a certain period for a benefit that the husband and wife see, then there is no objection to preventing pregnancy or delaying it at that time; in accordance with what is mentioned in the authentic hadiths, and what is narrated from a group of the Companions (may Allah be pleased with them) regarding the permissibility of 'azl (coitus interruptus), and in line with what some jurists have explicitly stated regarding the permissibility of taking medication to expel the semen before forty days, and indeed, preventing pregnancy may become obligatory in the case of a confirmed dire necessity.
