Q1: Is it permissible for a woman to cover her head with a scarf that does not cover the entire head, such that some of her hair remains visible?
A1: A woman's head and hair are all considered 'awrah (the part of the body that must be covered) in relation to anyone other than her husband and her mahram (a relative one may not marry). Therefore, it is not permissible for her to cover her 'awrah in the presence of non-mahrams by covering her head with a scarf or anything else that leaves some of her head hair visible.
And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
