The forbidden covering is: what is customarily used to cover the head, such as the turban and the cap, and the like of what is used to cover the head, as well as the cloak and the shawl, and the like thereof.
As for carrying belongings, it is not the forbidden covering, such as carrying food and the like, provided the one in ihram does not do so as a ruse. This is because Allah, Glorified and Exalted is He, has forbidden His servants from using ruses to do what is forbidden. And success is from Allah.
