Is the obligation of hijab with regard to all men, or only those who are morally lax?

Machine translationRead the Arabic original
The second question of Fatwa No. ( 6810 )
Q2: Did Allah make it obligatory fora woman to observe hijabfrom men of low moral character? That is, if a woman knows that a non-mahram man has bad morals, should she observe hijab in front of him, or is this a command from Allah (Mighty and Majestic) for everyone, meaning that my brothers are considered to be of good character, and we do not declare them pure before Allah, and their morals are high? Is it permissible for my wife to uncover her face and hands in front of them, or is it not permissible? Please inform us; may Allah reward you.
A2: It is not permissible for a woman to uncover her face in front of any man she sees, other than her mahrams and her husband, according to the correct opinion of the scholars, whether they are open sinners or righteous people; due to the generality of the evidence in this matter, and to block the means to fitnah (trial, discord or temptation).
And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
