The third question of Fatwa number ( 6011 )
Q3: At what age is a boy prohibited from entering upon non-mahram women, and what is the meaning of the statement of Allah the Exalted:[An-Nur 24:31] ?
A3: If the child is young and has not reached puberty, and does not understand anything about the conditions of women, it is permissible for him to enter upon women, and they do not need to veil themselves from him. As for the meaning of the statement of Allah the Exalted:[An-Nur 24:31] , the Imam Ibn Kathir (may Allah have mercy on him) said: (It means: because of their youth,
they do not understand the conditions of women and their private parts, from their soft speech, their gentleness in walking, and their movements and stillness. So if the child is young and does not understand that, there is no harm in his entering upon women). And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
