The first question of Fatwa No. ( 16390 )
Q1:Is there evidence that a Muslim woman must cover herself when a boy aged seven or nine enters her presence? Some women, when they see a boy of seven years old, put a veil over their faces. There is no doubt, O Shaykh, that a woman must cover herself when an adult man enters her presence; this is agreed upon. But as for a boy, is there evidence? And if it is permissible for her to cover herself, what is the meaning of the saying of Allah the Exalted:[An-Nur 24:31]? We ask for an answer.
A1: A woman's hijab is obligatory only in relation to adult men who are not her mahrams. As for children who have not reached puberty, or mahram men, a woman does not have to cover herself in their presence. This is based on the saying of Allah the Exalted:[An-Nur 24:31] ,
And He the Exalted said:[An-Nur 24:59] the verse. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.

and not expose their adornment except that which [necessarily] appears thereof and to wrap [a portion of] their headcovers over their chests and not expose their adornment except to their husbands, their fathers, their husbands' fathers, their sons, their husbands' sons, their brothers, their brothers' sons, their sisters' sons, their women, that which their right hands possess, or those male attendants having no physical desire, or children who are not yet aware of the private aspects of women. And let them not stamp their feet to make known what they conceal of their adornment. And turn to Allah in repentance, all of you, O believers, that you might succeed.
