The Shaykh : Allah the Exalted did not restrict this to a specific age, but rather He said:
or children who are not yet aware of the private aspects of women أَوِ الطِّفْلِ الَّذِينَ لَمْ يَظْهَرُوا عَلَى عَوْرَاتِ النِّسَاءِ
[An-Nur 24:31]
If this child does not pay attention to women, does not look at them, and does not recall their descriptions, then there is no blame on her for uncovering her face in his presence. However, if it is known from his gaze and his following of women that he has desire, then he has seen the private parts of women, and it is not permissible for a woman to uncover herself in front of him. Generally, one who has reached the age of ten is considered to have seen the private parts of women.
