If a man proposes and the father of the bride says, “It is possible that we will propose to you for one of our sons,” is this shighar?

Fatwa No. ( 2915 )
Q: A man came to my father wanting to propose for my sister to his son. My father said to him, “It is possible that one of my sons wants to propose for your daughter,” but there was no need to go into that. Then the man proposed for his son. After that, my father said to my sister, “So-and-so has proposed for you for his son So-and-so. If you want to marry him, we will marry you to him, and if you do not want to, we will marry you to the person you choose.” My sister chose to marry the son of this man, so we married her to him and set her mahr at the standard mahr for the daughters of the village. After a while, I thought about proposing for the daughter of that man who had previously proposed for my sister to his son. Is that shighar? Knowing that if my sister had refused to marry this man, we would not have married her to him. I ask you to issue a ruling on this.
A: If the matter is as described, this is not shighar if there was no prior agreement.
And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
