The Shaykh : If he has not yet proposed to the woman's family, there is no harm in this man getting ahead of him and proposing. However, if he has already proposed, it is not permissible for anyone to propose to her after the first man's proposal, unless he is rejected, gives permission, or abandons the proposal. If he is rejected, meaning the woman's family rejected him and it is known that he was rejected, or if he gives permission, allowing whoever wants to propose to go to the first suitor and say, "I have heard that you proposed to so-and-so, and I hope you will yield to me," or if he abandons it, meaning it is known that he has turned away from proposing to her, such that he married another woman after proposing, because some people propose to a group of women and they delay in responding to him, so he marries one and leaves the others. If we know that the man has abandoned his proposal, then it is permissible for another to propose to her. Yes.
