Is it permissible for an unmarried woman to apply makeup and kohl?

Machine translationRead the Arabic original
The second question of Fatwa No. ( 15903 )
Q2: There are unmarried girls who use adornment, specifically makeup. They apply it to their faces; if a girl is dark-skinned, they give her a type of whiteness, and if she is fair-skinned, they apply makeup to make her color appear somewhat dark. They also lengthen the kohl with a pencil to widen their eyes for those who see them from a distance. They also cut their hair from the front, making it an adornment, or if it is long, they cut it to the shoulders. Please inform us whether it is permissible to use and do this or not? And is there a sin on the one who watches her and is responsible for her, or is it permissible?
A2: There is no harm in a woman adorning herself by applying makeup to her face, kohl, and arranging her hair, provided she does not imitate the disbelieving women in doing so. It is also required that she cover her face from men who are not her mahrams (close relatives). And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
