Question:
I have read in one of the books that rouge—lipstick—is the adornment of the jinn and Shaytan. Are we obligated not to use it as adornment, and is makeup forbidden? Even though we only apply it on occasions such as festivals and weddings, and men do not see us?

Answer:
Applying what women customarily put on their lips, such as red lipstick, is permissible. The claim that it is the adornment of the jinn or Shaytan has no basis.
The point is: a woman may adorn and beautify herself with what she considers appropriate on her face, hands, feet, and mouth. All of this is permissible in the presence of her husband, but not in the presence of non-mahram men. Or among women, it is permissible.
As for in the presence of a non-mahram man, this is not permissible. She must cover herself and veil herself from those whom Allah has forbidden her to be seen by, as Allah the Exalted said:
And when you ask [his wives] for something, ask them from behind a partition. That is purer for your hearts and their hearts.وَإِذَا سَأَلْتُمُوهُنَّ مَتَاعًا فَاسْأَلُوهُنَّ مِنْ وَرَاءِ حِجَابٍ ذَلِكُمْ أَطْهَرُ لِقُلُوبِكُمْ وَقُلُوبِهِنَّ
[Al-Ahzab:53], the verse from Surat al-Ahzab. And He the Exalted said in Surat al-Nur:
except to their husbands, their fathers, their husbands' fathers, their sons, their husbands' sons, their brothers, their brothers' sonsوَلا يُبْدِينَ زِينَتَهُنَّ إِلَّا لِبُعُولَتِهِنَّ أَوْ آبَائِهِنَّ أَوْ آبَاءِ بُعُولَتِهِنَّ أَوْ أَبْنَائِهِنَّ أَوْ أَبْنَاءِ بُعُولَتِهِنَّ أَوْ إِخْوَانِهِنَّ أَوْ بَنِي إِخْوَانِهِنَّ
[Al-Nur:31], the verse.
Therefore, it is obligatory for the believing woman to fear Allah and to be cautious about displaying her adornment to anyone other than her husband and her mahrams. Likewise, if makeup contains harm, it is prohibited. However, if it is merely adornment that does not harm the face, there is no blame in it, such as soap, sidr, and the like. But it has been reported to me by some experts that some makeup may harm the face, and it may cause black spots or things similar to that. So if it is known that some types of makeup cause harm, it is prohibited. But if it merely brightens the face without causing any harm to it, there is no blame in that.
