Is it permissible for a woman to pray while wearing makeup on her face, given that she performed wudu' and then applied the makeup?

Machine translationRead the Arabic original
The questioner : Is it permissible for a woman to pray while wearing makeup on her face, given that she performed wudu' and then applied the makeup?

The Shaykh : It appears that makeup does not have a layer that prevents water from reaching the skin, so there is no difference between a woman applying it before or after wudu'.
However, the question remains regarding the use of makeup: is it permissible or not permissible?
We say that if it is deception and concealment, such as a woman putting on makeup when her suitor sees her, then it is not permissible because it is deception and concealment in one aspect, and because a woman who is being courted is not allowed to adorn herself for the suitor to look at her, because she is still a non-mahram to the man.
As for if it is not deception or concealment, then ask the doctors whether it is harmful in the future or not.
Because we have heard that makeup which gives the skin beauty is ultimately harmful to the woman, such that the facial skin changes rapidly, so the doctors should be consulted in this matter.
