The tenth question of Fatwa No. ( 443 )
Q10: What is the ruling on shaking hands with non-Muslim women, given that the custom of its inhabitants is equality between men and women in everything?
A10: It is not permissible for a man to shake hands with a woman unless he is a mahram (a relative one may not marry) to her. The basis for this is:Musnad Ahmad 499Da'if (Darussalam) , as established in (Sahih al-Bukhari ), (Musnad Ahmad ), and (Sunan al-Tirmidhi and al-Nasa'i ). In some of them is his saying (peace and blessings be upon him): Sunan Ibn Majah 2874Sahih (Darussalam) . This is his way (peace and blessings be upon him), and his Ummah (the Muslim community) has a good example in it. Allah the Exalted said: [Al-Ahzab 33:21] the verse,
So the Muslim must take what the Prophet (peace and blessings be upon him) brought, and Allah has commanded that, saying the Exalted:[Al-Hashr 59:7] . Among what he brought is that he does not shake hands with women. The basis for his sayings, actions, and approvals is that they are legislation for his Ummah (the Muslim community) until evidence comes that indicates a deviation from this basis, and we do not know of any evidence that deviates from it. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.

A10: It is not permissible for a man to shake hands with a woman unless he is a mahram (a relative one may not marry) to her. The basis for this is:
Ibn `Abbas (رضي الله عنه) told us. I said to ‘Uthman bin `Affan: What made you take al-Anfal, which is one of the Mathani and Bara`ah, which is one of al-mi’een, and put them next to one another and not write - Ibn Ja`far said: A line between them saying Bismillahir-Rahmanir-Raheem - and put it with the seven long ones? What made you do that? `Uthman (رضي الله عنه) said. Sometimes many soorahs would be revealed (incomplete) to the Messenger of Allah (ﷺ) , and when something was revealed he would call one of the scribes to write it down for him and say: `Put this in the soorah in which such and such is mentioned`; and verses would be revealed to him and he would say, `Put these verses in the soorah in which such and such is mentioned`; and a verse would be revealed to him and he would say: `Put this verse in the soorah in which such and such is mentioned.` Al-Anfal was one of the first soorahs to be revealed in Madinah and Bara`ah was one of the last soorahs of the Qur`an, and the content of the two soorahs was similar. Then the Messenger of Allah (ﷺ) passed away without having stated clearly to us that it was part of it, but we thought that it was, hence I put them together and I did not put between them the line Bismillahir-Rahmanir-Raheem, and I put it with the seven long ones.
أن رسول الله صلى الله عليه وسلم ما مست يده يد امرأة قطBut I do not shake hands with women.
إني لا أصافح النساءThere has certainly been for you in the Messenger of Allah an excellent pattern for anyone whose hope is in Allah and the Last Day
So the Muslim must take what the Prophet (peace and blessings be upon him) brought, and Allah has commanded that, saying the Exalted:
And whatever the Messenger has given you - take; and what he has forbidden you - refrain from
وَمَا آتَاكُمُ الرَّسُولُ فَخُذُوهُ وَمَا نَهَاكُمْ عَنْهُ فَانْتَهُوا
