The ruling on looking at a non-mahram woman

Machine translationRead the Arabic original
The second question of Fatwa No. ( 4671 )
Q2: Is it permissible for a man to look at a non-mahram woman more than a sudden glance? And if it is not permissible, is it permissible for male students to attend a lecture delivered by a woman who is tabarruj (displaying her adornment) or wears tight-fitting clothes, under the pretext of education?
A2: It is not permissible for him to look at her more than a sudden glance, except if dire necessity requires it, as in the case of rescuing someone from drowning, a fire, a collapse, or the like, or in the case of a medical examination or treating an illness if it is not possible for women to do so. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
