Running and exposing the right shoulder in tawaf

The fifth question of the fatwa number ( 8820 )
Q5: Regarding the running between the two green markers in sa'y for women, I have not found in my limited readings in the books of Islamic jurisprudence in the chapter on Hajj and 'Umrah anything that prevents women from running. I once heard from one of the scholars on television that a woman does not run in sa'y, and that it is for men only, and that this is more protective for the woman and prevents her from exposing her adornments during the running. He did not cite any evidence for this statement. So I said to myself: if it is truly an opinion from his independent legal reasoning, then running is also a recommended practice that began with Hajar (may Allah be pleased with her). But, praise be to Allah, I understand the opinion, and praise be to Allah that the religion is not based on opinion, as the Commander of the Faithful, 'Ali (may Allah be pleased with him) said. Please inform us, may Allah reward you, as I take my family for 'Umrah from time to time, and we want to know the correct thing in this matter.
A5: Ibn al-Mundhir said: The scholars agreed that there is no running for
women around the House, nor between al-Safa and al-Marwah , and they do not expose the right shoulder; because the original ruling for both is to display strength, and that is not intended for women; and because the intention for women is to cover up, and in running and exposing the right shoulder there is exposure to uncovering. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
