Q 14: What is the ruling on one who finds money in a land other than the lands of the Muslims?
A 14: If he finds it in the lands of hostile disbelievers, it becomes his property, and it is not obligatory for him to announce it unless doing so would result in harm to him. If he finds it in the lands of non-hostile disbelievers, he must announce it just as he would announce what he finds in the lands of the Muslims.
