Is the husband obligated to pay the costs of Hajj for his wife?

The fourth and seventh questions of Fatwa No. ( 10701 )
Q4: A wife who does not have the funds for Hajj, and her husband is wealthy, is he religiously obligated to pay the costs of her Hajj?
A4: The husband is not religiously obligated to pay the costs of her Hajj, even if he is wealthy; rather, that is a matter of kindness. She is not obligated to perform Hajj because she is unable to afford its costs.
Q7: I am an Egyptian citizen and the head of a family consisting of two children and a wife. My salary in Egypt barely covers the necessities of life, and I have no other income. I worked in one of the Gulf states for four years and saved a sum of money. I placed it in an Islamic bank to generate income that would help me cope with the various burdens of life, such that my salary and this income are sufficient for me and my family in a moderate way. Am I obligated to deduct the costs of Hajj from this amount, and am I obligated to perform Hajj in light of these circumstances? Knowing that if I deduct the Hajj costs from my bank account, it will affect my monthly income and burden me financially.
So what do you advise me to do, O honorable Shaykh? May Allah reward you with all good.
A7: If your situation is as you described, you are not obligated to perform Hajj due to the lack of religious ability (istita'ah). Allah the Exalted said:[Ali 'Imran 3:97] , and He said: [At-Taghabun 64:16] , and He said: [Al-Hajj 22:78] . And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
