Difficulty in identifying the creditor of the deceased’s debt

Machine translationRead the Arabic original
The first question of Fatwa No. ( 15625 )
Q1: A man died leaving behind debts. Some were owed to the state, specifically the Agricultural Bank and the Real Estate Bank, and some to individual persons. After his death, we, his heirs, paid off the individual debts for each person who claimed them. However, there remained another person who was found to be owed the value of two camels. This debt had been outstanding for approximately thirty-five years. We did not know this person, nor did we know his location, so we were unable to pay these amounts that were in the possession of the deceased, so that Allah might grant him peace in his afterlife and in his grave.
A1: If the matter is as described, and the owner of the two camels is unknown and it is difficult to identify his heirs, then the value of the two camels at the time of judgment should be given in charity to the poor, with the intention that it be on behalf of the deceased. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
