Praise be to Allah alone, and may peace and blessings be upon the one after whom there is no prophet. And after: The Permanent Committee for Scholarly Research and Ifta has reviewed what was sent to His Eminence the Grand Mufti from His Excellency the President of the General Commission for Girls' Education, which was referred to the Committee by the General Secretariat of the Council of Senior Scholars, with number (176) and date 1418/4/16 AH. His Excellency asked a question, the text of which is as follows: One of the advertising and publicity agencies has approached the General Commission for Girls' Education, expressing its desire to enter into an agreement with the Commission that would grant this agency the right to publish a guide titled: ( Guide for the Teacher's Guide ), which includes
advertising for a group of companies, institutions, and commercial establishments. In return, the agency commits to producing identification cards without photographs for all teachers and employees of the Commission in the Kingdom. The holder of this card, upon presenting it to these participating companies, institutions, or commercial establishments in this guide, receives a special discount. I would like to write to Your Eminence (may Allah preserve you) requesting your kindness in informing me of the Shari'ah aspect of this contract, which is based on the benefit to the publisher and the benefit to the teachers, as indicated above.

After studying the inquiry, the Committee responded: That this card, under the system described, which involves collecting fees for it, is not permissible in Shari'ah; because it contains excessive uncertainty (gharar) and consuming wealth unjustly, in addition to the harms resulting from the entity that will issue the cards knowing the names of the teachers. Based on this, it is not permissible to issue it or to deal with it. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his companions.
