This is because the original ruling for matters other than acts of worship is permissibility, until evidence establishes prohibition. As for the hadith of Maymunah (may Allah be pleased with her)
That she brought the towel to the Messenger of Allah (peace and blessings be upon him) after he had taken a ghusl, so he returned it to her and began to shake the water off with his hand أنها جاءت بالمنديل إلى رسول الله صلى الله عليه وسلم بعد أن اغتسل، فردّها وجعل ينفض الماء بيده
