Q: Emigration does not cease until the Hour. I am in a state and country that does not adhere to the truth of the Islamic religion, in deed or word. Most of them are sorcerers, practitioners of sand writing, divination, and magic. I am a monotheist who loves Allah and His Messenger, but one hand cannot clap, and it is difficult for me to marry off my believing daughters. What is the ruling?
A: If the situation is as you described, you must emigrate to a country where you are safe in your religion, where you find people with whom you can cooperate in righteousness and piety, and where you can marry a righteous wife from their daughters and marry your daughters to their men, if Allah wills. If it is not possible for you to emigrate, then isolate yourself from all those groups, even if the matter becomes difficult for you. Hold fast to the rope of Allah and stand firm upon the truth until death comes to you, and your reward is with Allah. This is based on the saying of Allah the Exalted:
(97) Indeed, those whom the angels take [in death] while wronging themselves - [the angels] will say, "In what [condition] were you?" They will say, "We were oppressed in the land." The angels will say, "Was not the earth of Allah spacious [enough] for you to emigrate therein?" For those, their refuge is Hell - and evil it is as a destination. (98) Except for the oppressed among men, womenإِنَّ الَّذِينَ تَوَفَّاهُمُ الْمَلائِكَةُ ظَالِمِي أَنْفُسِهِمْ قَالُوا فِيمَ كُنْتُمْ قَالُوا كُنَّا مُسْتَضْعَفِينَ فِي الأَرْضِ قَالُوا أَلَمْ تَكُنْ أَرْضُ اللَّهِ وَاسِعَةً فَتُهَاجِرُوا فِيهَا فَأُولَئِكَ مَأْوَاهُمْ جَهَنَّمُ وَسَاءَتْ مَصِيرًا (97) إِلا الْمُسْتَضْعَفِينَ مِنَ الرِّجَالِ وَالنِّسَاءِ
