The Shaykh : The answer is that if the trousers hang below the ankles, it is forbidden, based on the saying of the Prophet (peace and blessings be upon him):
Whatever of the Izar comes below the ankles is in the Fire. ما أسفل من الكعبين من الإزار ففي النار
Sunan an-Nasa'i 5331Sahih (Darussalam)
And what the Prophet (peace and blessings be upon him) said regarding the izār applies to other garments as well. Accordingly, a person must raise his trousers and other clothing so that they are above his ankles. If he prays while they are hanging below the ankles, the scholars have differed on the validity of his prayer. Some hold that his prayer is valid because the man has fulfilled the obligation, which is covering the 'awrah. Others hold that his prayer is not valid because he covered his 'awrah with a forbidden garment. These scholars made it a condition for covering that the garment be permissible. A person is in a state of danger if he prays in garments that hang below the ankles. He should fear Allah (Mighty and Majestic) and raise his clothing so that it is above his ankles. Yes.
