Q: Many of the imams of the mosques in the city of al-Qunfudhah recite the qunut in the Fajr prayer, relying on the fact that the Prophet (peace and blessings be upon him) recited the qunut until he passed away. Is this permissible and should we follow them, or is this not permissible and is it only permissible in times of calamity in every obligatory prayer?
A: It is established that the Prophet (peace and blessings be upon him) used to recite the qunut in times of calamity, supplicating against the transgressing disbelievers and supplicating for the oppressed Muslims for deliverance and safety from the schemes and captivity of the disbelievers. Then he left it off and did not single out one obligatory prayer for the qunut over another. This is indicated by what Anas narrated, that the Prophet (peace and blessings be upon him)Sahih Ibn Hibban 10:269 It was narrated by Ahmad, and Muslim, and al-Nasa'i, and Ibn Majah, and in a wording: Sahih al-Bukhari 1300 It was narrated by al-Bukhari, and what al-Bara' ibn 'Azib narrated, that the Prophet (peace and blessings be upon him) Al-Mustadrak lil-Hakim 7:24 It was narrated by Ahmad, and Muslim and al-Tirmidhi, and he graded it authentic,
and what Ahmad and al-Bukhari narrated through the route of Ibn 'Umar that he , and what al-Bukhari narrated through the route of Abu Hurayrah who said: , and what al-Bukhari and Muslim narrated through the route of Abu Hurayrah who said: Sunan an-Nasa'i 1075Sahih (Darussalam) , and in a narration of Ahmad : and the 'Asr prayer in place of: the 'Isha' prayer, and what Ahmad and Abu Dawud narrated from Ibn 'Abbas (may Allah be pleased with them both) that he said: . And Malik recommended the qunut in the last rak'ah of the Fajr prayer before the bowing, and al-Shafi'i held the view that the qunut is a recommended practice after the bowing in the last rak'ah of the Fajr prayer, and a group of the Salaf and the Khalaf said this, and they argued with what was mentioned above from the hadith of al-Bara' and similar to it. It was discussed that the Prophet (peace and blessings be upon him) did this only in times of calamity and then left it off, and that the hadith did not single out the qunut for the Fajr prayer, but rather indicated its prescription in the Maghrib and Fajr prayers in times of calamity, and the other hadiths indicated its generalization in all obligatory prayers. They single out the qunut for the Fajr prayer and say it should be continuous. They also argued with what was narrated that the Prophet (peace and blessings be upon him) did not cease to recite the qunut in the Fajr prayer until he left the world. It was discussed that this phrase was reported in some
of the hadiths, but it is weak; because it is through the route of Abu Ja'far al-Razi and 'Abd Allah ibn Ahmad said about him: he is not strong, and 'Ali ibn al-Madini said: he mixes up narrations, and 'Amr ibn 'Ali al-Ghalas said: he is truthful but has poor memory. And those who took it from the imams did so because a group of the people of critique and vindication of narrators Abu Ja'far al-Razi and because of the testimony of some hadiths for him, but in the chain of the corroborating hadith is 'Amr ibn 'Ubayd al-Qadari and he is not a proof. In summary, singling out the Fajr prayer for the qunut is one of the issues of scholarly disagreement and independent legal reasoning. So whoever prays behind an imam who recites the qunut in the Fajr prayer only, before or after the bowing, he should follow him, even though the stronger position is to restrict the qunut in the obligatory prayers to times of calamity only. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad and his family and his Companions.

He recited the qunut for a month, supplicating against tribes of the Arabs, then he left it off
قنت شهرًا يدعو على أحياء من العرب ثم تركهAllah's Messenger (ﷺ) recited Qunut for one month and I never saw him (i.e. Allah's Messenger (ﷺ)) so sad as he was on that day.

كان يقنت في صلاة المغرب والفجرand what Ahmad and al-Bukhari narrated through the route of Ibn 'Umar that he
He heard the Prophet (peace and blessings be upon him) when he raised his head from the bowing in the last rak'ah of the Fajr prayer saying: O Allah, curse so-and-so, so-and-so, and so-and-so, after he said: Allah hears the one who praises Him, our Lord, to You belongs the praise. So Allah the Exalted revealed: "Not for you is any part of the matter..." to His saying: "Indeed, they are wrongdoers"
While the Prophet (peace and blessings be upon him) was praying the 'Isha' prayer, he said: Allah hears the one who praises Him, then before prostrating he said: O Allah, save 'Iyash ibn Rabi'ah, O Allah, save Salmah ibn Hisham, O Allah, save al-Walid ibn al-Walid, O Allah, save the oppressed of the believers. O Allah, intensify Your grip upon Muzd, O Allah, make it for them years like the years of Yusuf

He said: "Abu Hurairah used to say the Qunut in the last rak'ah of the Zuhr prayer, and the later Isha' prayer, and the Subh, after saying 'Sami Allahu liman hamidah.' He would pray for the believers and curse the disbelievers.'"
