Answer: First, qunut in the Fajr prayer is not prescribed on a permanent basis; rather, it is not prescribed, and at the very least, its status is that it is disliked. The apparent meaning of the texts is that it is a religious innovation. For this reason, it is established in the hadith of Sa'd ibn Tariq al-Asheji from his father that he asked his father, saying:
You have prayed behind Allah's Messenger (ﷺ), Abu Bakr, 'Umar, Uthman, and 'Ali. Did they supplicate (with Qunut while standing) in the Fajr prayer?" He replied, "O my son, it is an innovation."يا أبت! إنك صليت خلف رسول الله ﷺ، وخلف أبي بكر وعمر وعثمان وعلي ، أفكانوا يقنتون في الفجر؟ فقال: أي بني محدث

It was narrated by Ahmad (may Allah have mercy on him), al-Tirmidhi, al-Nasa'i, and Ibn Majah with a good chain of narration. This indicates that qunut in the Fajr prayer is not prescribed. This permanent qunut is an innovation that the Messenger (peace and blessings be upon him) did not perform, nor did his Companions, meaning, nor did the mentioned Caliphs.
A group of scholars, such as al-Shafi'i (may Allah have mercy on him) and others, held the view that it is recommended, and they argued with a hadith that came from Anas:
That the Prophet (peace and blessings be upon him) used to perform qunut in the Fajr prayer until he departed from this world.أن النبي ﷺ كان يقنت في الصبح حتى فارق الدنيا
But this is a weak hadith according to the scholars and is not established. The correct view is that qunut in the Fajr prayer is only for specific emergencies. If a calamity befalls the Muslims, such as wars waged by enemies, then qunut is prescribed, just as the Prophet (peace and blessings be upon him) performed qunut for a month, supplicating against certain Arab tribes because they killed a group of his Companions (may Allah be pleased with them) . He also performed qunut supplicating against Quraysh for a period of time. There is nothing wrong with this; it is prescribed when there is a need for it. However, it is not permanent but temporary, lasting one or two months, and then it is left off. This is prescribed for emergencies and needs arising from aggression by the enemy against the Muslims, so one performs qunut supplicating against them, as the Chosen One (peace and blessings be upon him) did. As for permanent qunut in the Fajr prayer or in other prayers, this is not prescribed; rather, it is a religious innovation, and at the very least, its status is that it is disliked, because it contradicts the authentic hadiths.
