A man entered the mosque after the iqamah had been called and the row was full

Machine translationRead the Arabic original
The fourth question of Fatwa No. ( 2601 ):
Q4: They say it is not permissible for a person entering while the people are in prayer and the row is full to pull someone out of the row; rather, he must wait for an entrant, and wait until the prayer is finished so that he prays alone.
A4 : If a man enters the mosque after the iqamah has been called and the row is full, he should strive to enter the row. If that is not possible, he enters with the imam and stands to his right. If he is unable to do so, he waits until someone arrives to stand in the row with him. If no one is available, he prays alone after the congregational prayer is finished. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
