Q: We found some people from the desert who do not pay zakat on their working camels; these are the camels they use to transport their goods. We consulted the approved references and found nothing that excludes them from the camels; because in every five camels there is zakat. There is no doubt that any person's statement is void if it is not supported by a text from the Book of Allah or the Sunnah of His Messenger (peace and blessings be upon him). Is there any proof from the Book of Allah or the Sunnah? Please inform us, may Allah reward you with good.
A: The scholars agreed on the obligation of zakat on grazing camels, cattle, and sheep when they reach the nisab. The minimum for camels is five, for cattle is thirty, and for sheep is forty. Grazing animals are those that feed on grass and the like, as opposed to those that are fed, and working animals that their owners load. They differed on its obligation on fed and working animals; the majority of scholars held that there is no zakat on them, based on what was narrated by Ahmad , al-Nasa'i , and Abu Dawud from Bahz ibn Hakim from his father from his grandfather, who said: ... the hadith. Thus, the obligation of zakat on camels is qualified by their being grazing animals, so it is not obligatory on fed animals. As for working animals,

There is no charity in working camels
ليس في العوامل صدقةThat he wrote for him this letter when he sent him to Bahrain: In the name of Allah, the Most Merciful, the Most Compassionate. This is the obligatory charity that the Messenger of Allah (peace and blessings be upon him) made obligatory upon the Muslims, and which Allah commanded His Messenger (peace and blessings be upon him) to do. So whoever is asked for it in its proper form should give it, and whoever is asked for more than that should not give it. For twenty-four camels and less, from the sheep, one sheep for every five. When they reach twenty-five to thirty-five, in them is a two-year-old she-camel. If there is not one, then a one-year-old male camel. When they reach thirty-six to forty-five, in them is a three-year-old she-camel. When they reach forty-six to sixty, in them is a four-year-old she-camel, which is the age when the camel is mated. When they reach sixty-one to seventy-five, in them is a five-year-old she-camel. When they reach seventy-six to ninety, in them are two three-year-old she-camels. When they reach ninety-one to one hundred and twenty, in them are two four-year-old she-camels, which are the age when the camel is mated. When they exceed one hundred and twenty, in every forty is a three-year-old she-camel, and in every fifty is a four-year-old she-camel. And whoever has only four camels, there is no charity in them unless his Lord wills.
أنه كتب له هذا الكتاب لمَّا وجهه إلى البحرين : بسم الله الرحمن الرحيم، هذه فريضة الصدقة التي فرض رسول الله صلى الله عليه وسلم على المسلمين، والتي أمر الله بها رسوله صلى الله عليه وسلم فمن سُئِلَها على وجهها فليعطها، ومن سُئِلَ فوقها فلا يُعْطِ - في أربع وعشرين من الإبل فما دونها، من الغنم من كل خمس شاة، إذا بلغت خمسًا وعشرين إلى خمس وثلاثين ففيها بنت مخاض أنثى، فإن لم تكن فابن لبون ذكر، فإذا بلغت ستًّا وثلاثين إلى خمس وأربعين ففيها بنت لبون أنثى، فإذا بلغت ستًّا وأربعين إلى ستين ففيها حقة، طروقة الجمل، فإذا بلغت واحدة وستين إلى خمس وسبعين ففيها جذعة، فإذا بلغت يعني: ستًّا وسبعين إلى تسعين ففيها بنتا لبون، فإذا بلغت إحدى وتسعين إلى عشرين ومائة ففيها حقتان، طروقتا الجمل، فإذا زادت على عشرين ومائة ففي كل أربعين بنت لبون وفي كل خمسين حقة، ومن لم يكن معه إلا أربع من الإبل فليس فيها صدقة إلا أن يشاء ربهاis general, while the hadith of Bahz and the hadith of Ali are qualified, so the general is applied to the qualified, as is the known rule among scholars of usul al-fiqh and terminology.
