Zakat on camels fewer than twenty-five

Machine translationRead the Arabic original
Q6: Regarding the zakat on camels fewer than twenty-five, where a sheep is due for every five of them, are goats and sheep accepted equally? And if goats are accepted in kind, is their value accepted in this case if the person obligated to pay wishes to pay the value in cash, especially since the value of goats is always less than the value of sheep?
A6: It is obligatory to pay a sheep for every five camels below twenty-five, in the same manner as the camels in terms of quality, whether good, bad, or average. The term "sheep" includes both male and female sheep, and specifically the female goat. For every five camels, one must pay a one-year-old sheep or a two-year-old goat if the one paying is in the condition of the camels and the value of the goats and sheep is equal. If they differ,
one should pay from the average, and the value is accepted from the one giving charity in lieu of paying the sheep if it is difficult for him to pay from the actual wealth; for this facilitates matters for both parties without harm to the poor.
