Is it permissible for a brother through breastfeeding to marry off his sister through breastfeeding if she has no guardian to marry her off, or is her marriage in the hands of the judge?

Machine translationRead the Arabic original
The questioner : He says: Is it permissible for a brother through breastfeeding to marry off his sister through breastfeeding if she has no guardian to marry her off, or is her marriage in the hands of the judge?

The Shaykh : All kinship through breastfeeding has no right to marry off [women]; the father through breastfeeding does not marry off, and the brother through breastfeeding does not marry off, because there is no blood relationship between him and the woman. And we say: No one marries off a woman except the male members of her 'asabah (residuary male heirs). This is the rule. Yes.
