All praise is due to Allah alone, and peace and blessings be upon the one after whom there is no prophet. And after: The Permanent Committee for Scholarly Research and Ifta has reviewed what was sent to His Eminence the General President from the Director of Religious Affairs at the Civil Defense, and referred to the Committee by the General Secretariat of the Council of Senior Scholars, with number 3319 and date 24/6/1410 AH. The questioner asked a question, the text of which is as follows: I request a ruling on the following: 1 - If a fire or rescue incident occurs before the Maghrib prayer, for example, and the incident work continues until the time for the
Isha prayer enters, what is required of the workers involved in that incident regarding the Maghrib prayer? Is it performed in congregation by all the workers in the incident at its time, or is the prayer performed by a group of workers while the other group continues to handle the incident, and then the group that prayed returns to handle the incident while the other group, which did not pray, performs the prayer? Or is the prayer delayed until the end of the incident work and the exit of its time and the entry of the time for the Isha prayer? And similarly, in the case of combining two prayers while handling incidents, what is required of them? May Allah reward you with good. 2 - In the case where the workers and officials in fire and rescue in any department are notified of a fire or rescue incident occurring while they are performing their prayer, do they continue performing their prayer, or do they cut off the prayer and head to the incident? And in the case of cutting off the prayer and heading to the incident, when is that prayer performed, despite the possibility that its time may exit while they are still performing the incident work? What is required of them? May Allah reward you with all good. 3 - In the case where the officials in fire and rescue are handling incidents while fasting during the day of Ramadan, and some of them experience hardship in completing the fast for that day, do they continue their fast and bear the hardship, or do they break their fast and make up the day after the end of the month of Ramadan, or what do they do? May Allah reward you with good.

After the Committee studied the inquiry, it answered as follows: First: If the incident occurs at the time of a prayer that is combined with another,
such as Zuhr with Asr, or Maghrib with Isha, it is permissible to delay it and combine it with the prayer to which it is combined, so Zuhr is delayed and prayed with Asr, and Maghrib is delayed and prayed with Isha. As for if the incident occurs at the time of the Fajr, Asr, or Isha prayer, the prayer is delayed from the beginning of its time, but it is not delayed until the time exits; rather, it is obligatory to pray it in its time, even by taking turns among the workers in the incident if it continues, so one group prays and the other handles the work in the incident, then those who prayed handle the work and the other group prays. Second: If the report about the incident is from a trustworthy person, and it is dangerous, it is permissible to cut off the prayer and head to the location of the incident, and the prayer is made up as mentioned in the first paragraph. Third: If the workers in fire and rescue experience unbearable hardship while fasting during the day of Ramadan, it is permissible for them to take food that removes the hardship from them, then abstain for the rest of the day, and make up a day in its place. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his companions.
