Da'wah in environments where religious innovations exist

The fourth question of Fatwa No. ( 17324 )
Q4: In areas where there are domes and grave visitation, do we call them to tawhid (the oneness of Allah) only, or do we call them to tawhid and the rest of the matters of the religion, such as improving the prayer and other matters of the religion? And likewise, what about those who do not commit acts of shirk (associating partners with Allah) but commit some sins?
A4 : It is obligatory to consider the state of those being called in da'wah. So, if one is falling into shirk, he begins by forbidding him from shirk and commanding him to tawhid, then he commands him afterwards with the rest of the commands of the religion. And if one is safe from shirk but has some sins, he is forbidden from the sins and commanded to repent. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
