The Emphasis on the Matter of Tawhid in Calling to Allah

Some of them said: If a person begins calling a people to Allah in whom shirk (associating partners with Allah), circumambulating graves, and calling for aid and seeking help from other than Allah are prevalent, should he begin with tawhid al-rububiyyah (oneness of lordship) and not speak about tawhid al-uluhiyyah (oneness of worship), because tawhid al-uluhiyyah will divide the people around him? Is this statement correct?
A person must look into the matter and be patient in the case of the strong one. If they are called, or if tawhid al-rububiyyah (oneness of lordship) is explained to them, the person must be surprised and say, for example: This Lord who created everything, it is not permissible for us to equate Him with others who create nothing.As Allah the Mighty and Majestic said: [Al-A'raf: 191] , because I fear that if he continues to establish tawhid al-rububiyyah (oneness of lordship), he will be unable to establish tawhid al-uluhiyyah (oneness of worship) afterwards. So let him focus on this, just as the messengers (peace be upon them) used to say to their people when they called them: [An-Nahl: 36] .
