What has become widespread among gas station owners is that they distribute cards or a card stating: If you fill your car with a quantity of five hundred liters of gasoline, you receive forty liters, and this applies every time you fill your car; you receive a card for the value of the amount of gasoline you filled, and then when you complete the specified amount, you receive the forty liters. What is the ruling on this? May Allah reward you with good.

The Shaykh : There is nothing wrong with it. That is to say, there is nothing wrong with placing a paper or a sign at a gas station stating that whoever fills a certain amount of gasoline receives a prize. This is permissible, but on the condition that the price of the gasoline there is the same as the price for people elsewhere and does not increase. Because the buyer is currently either safe or a winner; he will not lose anything. However, if the price of the gasoline increases, such that the liter is ten elsewhere but becomes twenty there, then this is not permissible. Because the buyer of the gasoline would be either a winner or in debt, and this is gambling. Yes.
