Q 10: We use handkerchiefs and paper for cleaning ourselves after relieving ourselves in the bathrooms in Britain . Is it obligatory to use water after using the handkerchiefs or not?
A 10: Praise be to Allah alone, and blessings and peace be upon His Messenger, his family, and his Companions... To proceed: It is permissible to use handkerchiefs, paper, and the like for cleaning oneself after relieving oneself, and this suffices if it cleanses and purifies the area from the front or the back. It is better to use an odd number of items for cleaning, and it is obligatory that it not be less than three wipes. It is not obligatory to use water afterwards, but it is a recommended practice. And success is from Allah, and may Allah send blessings and peace upon our Prophet Muhammad, his family, and his Companions.
