Does the person seeking a ruling ask for the evidence?

Machine translationRead the Arabic original
The fifth question of the fatwa number ( 6440 )
Q 5: When a person asks a scholar about Allah’s ruling in a specific issue: Is it obligatory for the questioner to ask for the evidence for the scholar’s answer, and then does he ask about the validity of the evidence or does he merely follow? And if he follows, does he not become one of those who follow without knowledge (mقلids), and is following without knowledge (taqlid) forbidden?
A 5: Praise be to Allah alone, and blessings and peace be upon His Messenger, his family, and his Companions.. After that: If the questioner is a student of knowledge and has the ability to participate in understanding the evidence, he asks the scholar for the evidence and discusses it with him to reassure his heart, so that he is on clear proof and insight regarding the ruling and its evidence; otherwise, he is content with the scholar’s answer.
And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad and his family and his Companions.
